The City Manager is responsible for the day-to-day administration of the City, including overseeing all departments and implementing City policies that are approved by City Council.
City Manager Dave Boyer was appointed Assistant City Manager in 2012 after serving 14 years as the City’s Director of Special Services. He is responsible for coordinating activities among City departments, and serves as the liaison to citizen groups, and local, state, and federal officials. He also resolves citizen complaints and coordinates special projects and research studies. He is a graduate of Northern Michigan University and was previously employed as Deputy Director of Parks and Recreation for the City of Southfield.

Assistant City Manager
Since November 2010, Gary Mekjian has served as the City’s Director of Public Services. Prior to joining the City of Farmington Hills, Gary Mekjian worked for
four years as the Director of Public Works and Engineering for the City of Southfield. He also previously worked as Director of Public Services and
Engineering for the City of Lincoln Park, and as Director of Engineering for the Charter Township of West Bloomfield. Before moving into the public sector, he began his career as an Engineering Consultant.
Mr. Mekjian is a Registered Professional Engineer with a Master’s Degree in Public Administration from Central Michigan University, a Master’s Degree in Civil Engineering from Wayne State University, and a Bachelor’s Degree in Civil Engineering from Michigan State University. He is also an adjunct instructor at Lawrence Technological University in Southfield.

Economic Development Director
Economic Development Director Samantha Seimer came to the City of Farmington Hills in 2018 after serving as the Director of Authorities for the City of Auburn Hills. She works with the business community to maintain and grow businesses within the City. Samantha connects businesses with local, county, state, and federal resources and serves as a liaison to City departments such as Planning and Engineering.
Samantha holds a Bachelors of Arts in Political Science from Oakland University and a Master’s Degree in Public Administration from Wayne State University. She is a member of the 2017 Oakland County Elite 40 Under 40 class.
